29 CFR 1926.416(a)(1): Employees were permitted to work in proximity to electric power circuits and were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means:  a- Exterior Roof: An employee engaged in roofing work was within 10ft of an energized secondary power line which had not been de-energized prior to work exposing the workers to electrocution hazards.. 29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems:  a- Exterior Roof: An employee engaged in roofing work was exposed to fall hazards of approximately 10ft as a means of fall protection was not utilized.
