The employee was in close proximity to a drill that was being used to drill holes into concrete.

29 CFR 1926.200(g)(1): Construction areas were not posted with legible traffic signs at points of hazards:    Jobsite located at 200 Church Street, Hartford, Connecticut:  On, or about, November 18, 2016, the employer did not provide at least one advance warning sign to warn road users that the right travel lane on Church Street, westbound, was occupied by a sign truck being used to install a sign over a garage entrance.    Abatement Note:  The Manual on Uniform Control Devices (MUTCD), Part VI contains Standards and Guides for Traffic Controls for Street and Highway Construction, Maintenance, Utility, and Incident Management Operations provides guidelines for proper marking and lane closures during construction operations.

29 CFR 1926.1053(b)(8): Ladders placed in a location where they could be displaced by workplace activities or traffic, such as in passageways, doorways, or driveways, were not secured to prevent accidental displacement, nor was a barricade used to keep the activities or traffic away from the ladder:   Jobsite located at 200 Church Street, Hartford, Connecticut:  On, or about, November 18, 2016, an employee was standing on a ladder while vehicles passed by the ladder in order to gain entrance to the parking garage.
