29 CFR 1926.451(g)(4)(i): Guardrail systems were not installed along all open sides and ends of platforms before being released for use by employees other than erection/dismantling crews:  Jobsite:  Erection crews did not install complete guardrail systems on the ends of platforms before releasing the scaffold stair tower to employees for use.  This exposed employees to fall hazards of greater than ten (10) feet to the ground below.
