29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury:  Construction area in front of Target store;  On or about 2/3/17, the employer did not instruct an employee performing tile work in the recognition and control of silica dust in two instances: 1. During the use of power tools on silica containing tiles and grout/mortar.  The employee was using a power grinder with a cutting wheel and a powered chisel to remove and trim tile and grout/mortar from the area where flooring was being installed.   2. The employee also mixed mortar containing silica and Portland cement without any dust control methods or respiratory protection or gloves.
