29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:    (a)  118 South Fraser Street, State College, Pa 16801 -The Fraser building had a 42 inch parapet wall around it except at the south east corner were it had approximately 48 inch opening.  The employee had on fall protection but was not tied off when at the edge setting up the life lines to repel down the exterior wall to wash windows, thereby exposing employees to a fall hazard of approximately 12 stories, on or about March 29, 2017.        No abatement certification or documentation is required.
