The rear section of the stepladder was not designed for standing and only extra heavy duty Type 1A or special duty type 1AA single and extension ladders were recommended for use with ladder jacks or planks (picks). b. The pick placed between the stepladders obstructed the path of the employees when they ascended and descended the ladder(s).
