29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet above a lower level were not protected from falling to that lower level.  At the commercial construction site located at 4024 Noland Road in Independence, Missouri: Employees engaged in masonry activities were exposed to a fall hazard of 28 feet from the upper working level of the scaffold to the ground below.  A complete guardrail system or other means of fall protection was not provided.
