29 CFR 1910.147(c)(1): Energy control program. The employer shall establish a program consisting of energy control procedures, employee training and periodic inspections to ensure that before any employee performs any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative.    Production, industrial machines (e.g. M&R AB9000 bagger) - on or about August 24, 2017, operators were expected to remove jammed/stuck plastic bag pieces from the point of operation and its associated danger zone while equipment was energized and running automated cycle. Operators had their fingers exposed to unexpected start-up of a cutter/blade caught-in hazard likely to result in serious injury. Hazardous energy control (lockout tagout) procedures were not developed and utilized in the workplace. Training and periodic inspections were also not conducted to ensure safety during servicing.    Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
