29 CFR 1910.147(c)(7)(i): The employer did not provide training to ensure that the purpose and function of the energy control program are understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees:      (a) 1000 West College Avenue, York Pennsylvania - Employees performed work such as cleaning and clearing jams.  The employer did not train employees to be authorized employees, providing them with the knowledge and skills for safe application, usage and removal of energy controls, on or about September 11, 2017.      (b) 1120 Zinn's Quarry Road, York PA (Building 4):  Temporary employees on the sanitation crew were not provided training to ensure that the purpose and function of the energy control program is understood and the knowledge and skills have been acquired for the safe application, usage and removal of energy controls, on or about November 15, 2017    Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1910.212(a)(1): One or more methods of machine guarding was not provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks:    (a) 1000 West College Avenue, York Pennsylvania - An employee operated a tray making machine.   The employer did not ensure that guarding was adequate to prevent employees from reaching into the hazardous area, on or about September 11, 2017.    (b)  1000 West College Avenue, York Pennsylvania - An employee  clean a pig skin pellet auger. The employer did not ensure that guarding was adequate to prevent employees from reaching into the hazardous area, on or about September 11, 2017.    Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
