29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  Construction Site: On or about January 18, 2018, the employer did not provide a training program to ensure employees recognize the hazards of falling and procedures to follow to minimize hazards. This condition exposed employees to a fall hazard of more than 6-feet to the ground below.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:   Construction Site: On or about January 31, 2018, three employees were observed working without utilizing any type of fall protection equipment which exposed them to fall hazards of more than 6-ft. in the following instances.   a) Building #8: two employees working on the top plate of the walls.  b) Building #14: an employee working on top plate of trusses.   Segura Framing was previously cited for a violation of this occupational safety and health standard 29CFR 1926.501(B)(13), which was contained in OSHA inspection number 1205208, citation number 01, item number 002 and was affirmed as a final order on February 28, 2017, with respect to a workplace located at 10551 Dyer St., El Paso, TX 79925.
