29 CFR 1910.23(d)(1):  Every flight of stairs having four or more risers was not equipped with standard stair railings or standard handrails as specified in paragraphs (d)(1)(i) through (v) of this section:      On or about April 17, 2018 at the Woody's Tire Auto & Towing facility- Employees were exposed to a stairway having four or more risers and used to access the upper offices of the facility and was not equipped with a standard handrail.

29 CFR 1910.1200(e)(1): Employer had not developed or implemented a written hazard communication program included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii):      On or about April 17, 2018 at the Woody's Tire Auto & Towing Facility - Employees were exposed to serious health hazards, in that the employer had not developed a Hazard Communications Program for chemicals such as but not limited to machine greases, degreasers, diesel fuel, gasoline, propane hydraulic fluids and oils.
