29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    On or about May 1 2018, on the roof, employees were exposed to fall hazards when installing gutters on a building with unprotected edges which was 6 feet or more above a lower level without a fall protection system.     Enrique Villalobos was previously cited for a violation of an equivalent Occupational Safety and Health Standard 29 CFR 1926.760(a)(1), which was contained in OSHA inspection number 1019973, citation number 1, item number 1 and was affirmed as a final order on February 2, 2015, with respect to a workplace located at 25545 Westheimer Pkwy, Katy, Texas 77494.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:    On or about May 1, 2018, on the job site, where employees were using portable ladders to gain access to working surfaces without the ladder side rails extending at least 3 feet past the upper landing surface.    Enrique Villalobos was previously cited for a violation of this Occupational Safety and Health Standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1019973, citation number 1, item number 2 and was affirmed as a final order on February 2, 2015, with respect to a workplace located at 25545 Westheimer Pkwy, Katy, Texas 77494.
