On or about May 1, 2018, located at 8553 Lancaster Road, Hebron, Ohio, the employer did not initiate and maintain safety and health programs to ensure hazard detection and prevention onsite while performing roofing work, climbing ladders, operating pneumatic nail guns, etc., thereby exposing the employees to that hazards associated with roofing work.

29 CFR 1926.21(b)(2): The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury. a. On or about May 1, 2018, located at 8553 Lancaster Road, Hebron, Ohio, employees were installing shingles on the roof of a residential home without any means of fall protection, eye protection when operating pneumatic nail guns and protection from an energized electrical service drop. The employer did not provide effective training on recognizing and correcting hazards on site, thereby exposing the employees to the hazards associated with roofing work.
