29 CFR 1926.1053(b)(1): Because of the portable ladder's length, the ladder side rails did not extend to at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access and the ladder was not secured at its top to a rigid support:    On or about 05/06/2019, at 1184 Country Club Drive, Baton Rouge, LA, employees were conducting roofing work on a residential home at a height of approximately 11 feet and were accessing and egressing the roof on a ladder not 3 feet above the roof eave, and not secured.
