29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system.  On or about July 15, 2019, employees engaged in roofing operations were exposed to fall hazards in excess of 6-feet without using any form of fall protection.  Chino & Sons Roofing Company was previously cited for a violation of this occupational safety and health standard, 1926.501(b)(13), which was contained in OSHA inspection number 1251986, citation number 1, item number 1 and was affirmed as a final order on 04/11/2018, with respect to a workplace located at 508 Cotton Field, El Paso, TX 79912.  Chino & Sons Roofing Company was previously cited for a violation of this occupational safety and health standard, 1926.501(b)(13), which was contained in OSHA inspection number 1298029, citation number 1, item number 1 and was affirmed as a final order on 11/07/2017, with respect to a workplace located at 909 Aztec Dove, El Paso, TX 79932.

29 CFR 1926.503(c)(3): The employer did not retrain affected employees who already had been trained but demonstrated inadequate understanding and skill required by paragraph (a) of this section.  On or about July 15, 2019, employees engaged in roofing operations were exposed to fall hazards in excess of 6-feet due to inadequacies in their fall protection training.  Chino & Sons Roofing Company was previously cited for a violation of this occupational safety and health standard, 1926.503(c)(3),which was contained in OSHA inspection number 1251986, citation number 1, item number 2 and was affirmed as a final order on 04/11/2018, with respect to a workplace located at 508 Cotton Field, El Paso, TX 79912.
