29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them):  (a)  Horizon Roofing Inc, at 562 Main Street, Minturn, CO: On 8/16/19, the employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them).  Employees were roofing a multi-story multi-family residential structure.  Two employees were not protected from a fall while working on the building roof.  The employees accessed the roof top using a tubular metal scaffold.  The employer did not ensure that the work site was inspected by a competent person.  This condition exposed the employees to an approximate 36 foot fall hazard.
