29 CFR 1910.134(c)(1): A written respiratory protection program that included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix) with worksite specific procedures was not established and implemented for required respirator use:    (a) YMCA of Centre County - The employer did not develop a written respiratory protection program for the employee wearing the 3M model 6200 half-mask respirator for protection against, but not limited to; muriatic acid, sodium hypochlorite solution, sodium bicarbonate, and sodium thiosulfate, on or about October 24, 2019.       Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1910.151(c): Where employees were exposed to injurious corrosive materials, suitable facilities for quick drenching or flushing of the eyes and body were not provided within the work area for immediate emergency use:    (a) YMCA of Centre County - Pool Maintenance Room - The employer did not provide an adequate eyewash for the employee handling the muriatic acid or sodium hypochlorite solution in that the eyewash bottles provided in the room were outdated and did not provide the required fifteen minute flush noted in the safety data sheet, on or about October 24, 2019.      Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    (a) YMCA of Centre County - The employer did not develop or implement a written hazard communication program for the employees exposed to, but not limited to; muriatic acid (skin and eye chemical burns), 12.5 percent sodium hypochlorite solution (skin and eye chemical burns), sodium bicarbonate (respiratory irritant), and sodium thiosulfate (respiratory distress), on or about October 24, 2019.    Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
