29 CFR  1910.1200(e)(1):Employer had not developed or implemented a written hazard communication program included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii):   a)  1110 W Rezenof Dr, Maintenance shop:  On or about October 22, 2020, employees performed vehicle maintenance activities and handled various hazardous chemicals such as, but not limited to,  hydraulic fluids, motor oils, gasoline, diesel, lubricants, and degreasers without a written hazard communication program.  b) 1910.1200(e)(1)(i)  A list of the hazardous chemicals known to be present using a product identifier that is referenced on the appropriate safety data sheet was not created.  c) 1910.1200(e)(1)(ii) The methods the employer used to inform employees of the hazards of non-routine tasks while performing maintenance away from the shop or during longshore activities including handling materials classified as hazmat.  d) 1910.1200(f)(6)  Except as provided in paragraphs (f)(7) and (f)(8) of this section, the employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked in accordance with 1910.1200(f)(6)(ii) :

29 CFR  1910.1200(h)(1):Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:  a) Employees performed vehicle maintenance activities and handled various hazardous chemicals such as, but not limited to,  hydraulic fluids, motor oils, diesel, gasoline, lubricants, and degreasers without receiving training on shop chemicals or even hazmat materials being moved in the containers.

29 CFR  1917.11(a): Active work areas were not kept free of equipment, materials, debris, protruding nails, and other sharp objects not necessary for the work in progress.  a) 1110 Rezenof Dr, maintenance shop:  On or about October 22, 2010, the maintenance work area was cluttered with many items in and around the servicing area were pallets with material haphazardly stored and materials were stored on top of work areas and on top of the flammable cabinet exposing employees to slip, trip, fall and fire hazards.
