The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. a) On November 18, 2020 at W6807 Design Drive in Greenville, Wisconsin, employees were working from trusses' bottom chords at nine feet above surface level without utilizing fall protection equipment. b) On November 18, 2020 at W6807 Design Drive in Greenville, Wisconsin, employees were working from exterior wall top plates at thirteen feet above surface level and/or from interior wall top plates at nine feet above surface level without utilizing fall protection equipment. c) On November 18, 2020 at W6807 Design Drive in Greenville, Wisconsin, employees were walking in first floor areas that had exterior wall openings with bottom outside edges nine feet above surface level with no form of fall protection utilized. d) On November 18, 2020 at W6807 Design Drive in Greenville, Wisconsin, employees were walking in first floor areas with an unprotected floor hole ten feet nine inches above basement surface level with no form of fall protection equipment utilized.
