29 CFR  1926.100(a):Employees were not protected by protective helmets while working in areas where there was a possible danger of head injury from impact, or from falling or flying objects, or from electrical shock and burns:  a. On the second floor of the new construction house, at 586 Windermere Way in Saint Augustine, Florida: On or about January 12, 2021, a framing employee who was not wearing a hard hat, was exposed to being struck on the head by 4 by 8 foot boards, that were being moved above his head; and other employees were performing work above him.

29 CFR  1926.501(b)(13):   Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, a personal fall arrest system, or an alternative fall protection measure as provided by another provision in paragraph (b) of this section:  a. On the 6:12 pitch roof of the house under construction, at 586 Windermere Way in Saint Augustine Florida: On or about January 12, 2021, a framing employee installing roof sheathing boards was exposed to a 19 feet fall hazard from the eaves, in that; he was not protected by a fall protection system.

On the second floor of the new home under construction, at 586 Windermere Way in Saint Augustine Florida: On or about January 12, 2021, a framing employee was exposed to an 8 feet fall hazard while climbing wall framing, in that; a ladder was not set up to access the roof trusses that were 8 feet above the floor.
