29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:   (a)	Aspen View Homes, LLC, dba Horizon View Homes at 68 Chipeta Way, Brighton, CO, 80601:  On and before April 7, 2021, the controlling employer did not ensure that a competent person made frequent and regular inspections of the job sites, materials, and equipment, in that a subcontractor employee who was working from an extension ladder to staple the roof edge on a new residential home fell approximately 20 feet and sustained serious injuries.  The ladder had been placed on several pieces of particle board.  This condition exposed subcontractor employees to fall hazards.
