29 CFR  1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person:  (a)Hunter Homes, LLC at Abraham Court in Rapid City, SD 57703: On or about and at times prior to July 28, 2021, the controlling employer did not initiate and maintain a safety program which provided for frequent and regular inspection of roofing jobsites, materials and equipment. Subcontractor employees were permitted to work in areas where fall hazards existed without the use of a fall protection system. This condition exposed subcontractor employees to fall hazards greater than 10 feet.
