29 CFR  1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:  a) Jobsite located at 2001 Beach Street, Philadelphia, PA- The employer did not ensure that employees were utilizing fall protection. Employees were engaged in framing activities along the inside of the residential building approximately 8 feet above the ground level, thus exposing the employees to fall hazards.  Condition was observed on or about July 29, 2021.  The Noval Carpentry was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR  1926.501(b)(13), which was contained in OSHA inspection number 1316120, citation number 1 , item number1/a  and was affirmed as a final order on 12/03/2018, with respect to a workplace located at 327 North 17th Street, Philadelphia, PA.

29 CFR 1926.503(a)(1):The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  a) Jobsite located at 2001 Beach Street, Philadelphia, PA- The employer did not provide fall protection training to employees engaged in framing activities on a residential building approximately 8 feet above the ground level. The employees were not trained on how to recognize, evaluate, and mitigate hazards  Condition was observed on or about July 29, 2021.
