The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks shall be in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in Sec. 1910.6.  Employees engaged in material handling operations near the compressed gas cylinder storage area, were exposed to fire and explosion hazards. The employer did not store compressed gas cylinders in accordance with Compressed Gas Association Pamphlet P-1-1965, Section 3.3 Storing Cylinders. Compressed gas cylinders were improperly stored and not clearly labeled, in that empty and full cylinders were not stored separately, and did not have labeling indicating full and empty cylinder placement.
