29 CFR 1910.147(c)(1):The employer did not establish a program consisting of an energy control procedure, employee training and periodic inspections to ensure that before any employee performed any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative: 720 Hall of Fame Blvd, Springfield, MA and other customer locations: On November 1, 2022 and at times prior, the employer had not established an energy control program to protect employees who performed maintenance and servicing activities on subterranean turbine pumps and other petroleum equipment. Abatement Notes: Energy control procedures are required to be: - Documented for all multiple-energy source equipment. - Energy control procedures and the procedures of subterranean turbine pumps or other equipment manufacturers' are to be followed by employees Documented Energy Control training is required for all employees who are or may be in an area where energy control procedures may be utilized. A periodic inspection shall include the following elements: - Appointment of an authorized employee to inspect each local procedure for inaccuracies during an actual energy control task - A representative sampling of inspections of technicians utilizing vehicle manufacturer's procedures - A review by inspector with each authorized employee, of that employee's responsibilities under each energy control procedure they are authorized to use - Certification that the periodic inspections have been performed by identifying the machines or equipment on which the energy control procedures were being utilized, the dates of the inspections, the employees included in the inspections, and the persons performing the inspections
