29 CFR  1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net systems, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a) On or about January 11, 2023, at a worksite located 306 K Street NE; top-plate southside; employees were observed walking the top plate while framing the residential home without fall protection in place to protect them from falling approximately 12 feet to the ground level.  In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the Certification of Corrective Action Worksheet), in addition, documentation demonstrating the abatement is complete must be included with your certification.  This documentation may include but is not limited to evidence of the purchase or repair of the equipment, photographic or video evidence of abatement, or other written records.

29 CFR  1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a) On or about January 11, 2023, at a worksite located 306 K Street NE; North & Southside, the side rail on the step-ladder used during the framing process was 4 feet below the working surface exposing the employees to a fall of approximately 10-12-feet to the wooden deck.   PR Construction LLC was previously cited for a violation of this Occupational Safety and Health Standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1596414, citation number 1, item number 3a and was affirmed as a final order on 9/21/2022, with respect to a workplace located at 1419 Spring Road NW Washington DC 20010.  In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the Certification of Corrective Action Worksheet), in addition, documentation demonstrating the abatement is complete must be included with your certification.  This documentation may include but is not limited to evidence of the purchase or repair of the equipment, photographic or video evidence of abatement, or other written records.

29 CFR  1926.1053(b)(13): The top or top step of a stepladder was used as a step.  a) On or about January 11, 2023, at a worksite located 306 K Street NE; Northside; employees engaged in framing employees were using a 6-foot step ladder to access the top-plate area that was too short causing the employees to use the top step of the ladder.  PR Construction LLC was previously cited for a violation of this Occupational Safety and Health Standard 29 CFR 1926.1053(b)(13), which was contained in OSHA inspection number 1596414, citation number 1, item number 3c and was affirmed as a final order on 9/21/2022, with respect to a workplace located at 1419 Spring Road NW Washington DC 20010.
