29 CFR  1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury.  On or about March 23, 2023, and at times prior thereto, during new construction activities with wall openings, the employer did not instruct each employee to recognize, and control/eliminate drop-off hazards.   Employees were exposed to falls and ejection hazards when operating Mobile Elevated Work Platforms (MEWP).
