29 CFR  1926.501(b)(13):Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   At the temporary residential construction site located at 191 S 135th St. W, employees were exposed to fall hazards.  Employees engaged in framing activities were exposed to fall hazards of approximately 8 feet 4 inches from the top plate of the residences to the interior floor below and 20 feet 7 inches from the top plate to the exterior ground below.  Employees were wearing harnesses but were not tied off.

29 CFR  1926.1053(b)(4):Ladder(s) were used for purposes other than the purpose for which they were designed:  At the temporary residential construction site located at 191 S 135th St. W, employees were exposed to fall hazards.  Employees engaged in framing activities, using a Werner 6 foot A-frame ladder, were exposed to fall hazards of approximately 8 feet 4 inches from the top plate of the residences to the floor below.  Employees were using the unopened A-framed ladder to access top plate of house to secure the trusses.
