29 CFR  1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a. The employer does not protect employees engaged in residential carpentry operations 6 feet (1.8 m) or more above lower levels.  The lack of fall protection was most recently observed on May 4, 2023 at the jobsite of a residential home located at 22923 Sara Springs Dr.,  Frankfort, IL  60423. The employees conducting carpentry operations are exposed to the hazard of falling eleven (11) feet and zero (0) inches.  Dromin Construction Inc. was previously cited for a violation of this occupational safety and health standard 1926.501(b)(13), which was contained in OSHA inspection number 1544412, citation number 2, item number 1, and was affirmed as a final order on January 19, 2022, with respect to a workplace located at 8529 (Lot 31) Blue Stone Ct., Frankfort, IL 60423.  Dromin Construction Inc. was previously cited for a violation of this occupational safety and health standard 1926.501(b)(13), which was contained in OSHA inspection number 1488563, citation number 1, item number 1 and was affirmed as a final order on December 24, 2020, with respect to a workplace located at 8722 Gray Sone Ct., Frankfort, IL 60464.  Dromin Construction Inc. was previously cited for a violation of this occupational safety and health standard 1926.501(b)(13), which was contained in OSHA inspection number 1276165, citation number 1, item number 1 and was affirmed as a final order on March 22,2018, with respect to a workplace located at Lot 39/18920 Wedgewood Ct., Mokena, IL 60448.  Dromin Construction Inc. was previously cited for a violation of this occupational safety and health standard 1926.501(b)(13), which was contained in OSHA inspection number 977830, citation number 2, item number 1 and was affirmed as a final order on August 27, 2014, with respect to a workplace located at Water Chase Estates, 2017 Water Chase Drive, New Lenox, IL 60451.  Dromin Construction Inc. was previously cited for a violation of this occupational safety and health standard 1926.501(b)(13), which was contained in OSHA inspection number 902849, citation number 1, item number 1-a and was affirmed as a final order on December 17, 2013, with respect to a workplace located at Golden Gate Dr. & London Bridge Dr. Lot 115, Mokena, IL 60448.

29 CFR  1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  a. On or about May 4, 2023, at the above addressed jobsite, employees performing residential carpentry operations were not provided training on how to minimize fall hazards, thereby exposing the employees to hazards associated with falls.  Dromin Construction Inc. was previously cited for a violation of this occupational safety and health standard 1926.503(a)(1), which was contained in OSHA inspection number 1544412, citation number 3, item number 2, and was affirmed as a final order on January 19, 2022, with respect to a workplace located at 8529 (Lot 31) Blue Stone Ct., Frankfort, IL 60423.
