29 CFR 1918.97(e)(1): The employer did not ensure that there was in the vicinity of each vessel being worked, at least one portable or permanent ladder that reaches from the top of the apron to the surface of the water.  (a) Loading dock, 1989 Channel Ave, Memphis TN: On or about March 12, 2024, and at times prior, the employer exposed employees to drowning hazards, in that a ladder that reaches from the top of apron to the surface of the water was not provided dock side during the loading/unloading of boat crew and ship's stores.
