29 CFR  1926.501(b)(1):Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:  Worksite located at 118 N. Main St., Liberty, Missouri- An employee was exposed to a fall hazard in that the employee climbed on top and over the parapet wall and was scraping paint off the parapet wall without the use of any means of fall protection.

29 CFR  1926.1053(b)(1):Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access:   Worksite located at 118 N. Main St., Liberty, Missouri- An employee was exposed to a fall hazard when the employee used a ladder to climb onto the parapet wall. The ladder did not reach  the top of the parapet wall,  and was well short of extending 3 feet above a landing area.
