29 CFR 1926.20(b)(2):  The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:   a) On or about July 10, 2024, and at times prior, the employer did not ensure a safety program was developed and implemented for the work environment, to include regular inspections made by a competent person of the jobsite, materials, and equipment.  The subcontractor employees were exposed to fall hazards greater than 6 feet in height while performing roofing work on a residential apartment complex. The employer failed to ensure employees were using harnesses and ropes for fall protection on all levels of the apartment's roof.
