29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   Jobsite located at or near William Penn Homes 514 Union St. Chester, PA - On or about October 23, 2024, the employer did not ensure employees performing roofing activities 6 feet or more above lower levels were protected from falls by guardrail systems, safety net system, or personal fall arrest system.  Fourteen employees were performing roofing activities from the sloped roof of a three-story building without the use of fall protection and were exposed to fall hazards of approximately 30 feet.   a) 400 block of Aaron's Way Chester, PA - Five employees working on the roof of a third-story residential building without fall protection.  b) 500 block of 5th St. Chester, PA - Three employees working on the roof of a third-story residential building without fall protection.  c) 300 block of Frank Young Ave. Chester, PA - Six employees working on the roof of a third-story residential building without fall protection.  Hulton Contracting was previously cited for a violation of this occupational safety and health standard or its equivalent standard (29 CFR 1926.501(b)(13)), which was contained in OSHA inspection number 1721417, citation number 1, item number 1 and was affirmed as a final order on 6/11/24 with respect to a workplace located at 2000 Cambridge Avenue Wyomissing, PA 19610.
