29 CFR  1926.501(b)(1):Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  On about November 6, 2024 and times prior to, at the eastside of the building, an employee on a window ledge was not in use of fall protection while performing painting work and was 6 feet or more above the ground.

29 CFR  1926.1053(b)(1):Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed.   On or about November 6, 2024, on the northside of the jobsite, the side rails of an extension ladder did not extend at least 3 feet above the window ledge and was used by employees to access the window ledge.
