29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:  Jobsite: 19 E Pike Steet in Saint Charles, Mo. On or about 03/072025, Guaranteed Roofing & Contracting did not conduct an adequate inspection of the job site, materials, and equipment. Employees were exposed to the following hazard:  a) The roofing subcontractors were removing old roofing materials from a residential structure approximately 20-25' above ground on a 9/12 pitched roof. The crew was not utilizing proper personal fall arrest systems (PFAS).  b) The general contractor controlling the work was onsite monitoring the work during the time of the inspection.   Guaranteed Roofing & Contracting was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.20(b)(2), which was contained in OSHA inspection number 1597164, citation number 1, item number 1 and was affirmed as a final order on 07/08/2022, with respect to a workplace located at 14 Swope Park Ct., in Wentzville, Mo.
