Employees were observed working at heights greater than but not limited to 11 feet and 6 tenths of a foot to the next lower level without having adequate fall protection while conducting various residential roofing work.

29 CFR 1926.1053(b)(1):Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: At a jobsite located at 579 South Shore Dr., Lake Winnebago, MO 64080 employees were exposed to fall hazards while conducting roofing work. Employees were using a portable extension ladder where the side rails did not extend at least 3 feet past the upper landing surface to access/egress and move materials on/off the roof during residential roofing activities. The side rails of the ladder were measured at approximately 2.5 feet past the upper landing surface.
