29 CFR  1926.451(g)(4)(i): Guardrail systems were not installed along all open sides and ends of platforms before being released for use by employees other than erection/dismantling crews:   a) On or about April 11, 2025, at Mile Post 1.1 of FS Route #27, El Yunque National Forest, employees  from the company Novel Construction LLC, were working on a scaffold more than 10 feet above a lower level working on lowering molding. They were not utilizing guardrail systems at the ends of the scaffold. The employees interviewed declared that they worked the day of the inspection on the scaffold without guardrails at the ends exposing them to falls to the ground below.  NOTE: Certification and documentation of abatement must be submitted for this citation item as required by CFR 1903.19(c) and (d), respectively.

29 CFR  1926.503(a)(2):The employer did not assure that each employee exposed to fall hazards was trained by a competent person qualified in the areas specified in 29 CFR 1926.503 (a)(2)(i) through (viii)  a) On or about April 11, 2025, at Mile Post 1.1 of FS Route #27, El Yunque National Forest, the employer, Novel Construction LLC, did not ensure that all workers exposed to fall hazards were trained in the proper use of fall protection applicable to their work on this jobsite. Employees were not trained in the use of scaffolds nor in the inspection and use of harnesses exposing them to fall hazards.   NOTE:  Certification of abatement is not required for this citation item since it was submitted prior to citation issuance.
