29 CFR  1910.1200(e)(1): Employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which described how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) of this section for labels and other forms of warning, safety data sheets (SDS's), and employee information and training will be met, and including a list of hazardous chemicals known to be present on site, and methods employer will use  to inform employees of the hazards of non-routine tasks, and the hazards associated with unlabeled pipes/hoses in their work areas.   Establishment:  Employer did not develop and implement a written hazard communication program as required by this section for employees who use various hazardous cleaning products such as  KAYQUAT II (a quaternary ammonia cleaning  product) and Patriot Lemon Suds hand dishwashing detergent (sodium dodecylbenzene sulfonate) to clean dishes, utensils and pots/pans that included the following elements:  a) Employee training in the hazards of the material they handle and measures that employees can take to protect themselves from these hazards.  b) Labelling. c) Safety Data Sheets. d) Non-routine tasks. e) Outside contractors. f) List of hazardous materials on site.

29 CFR  1910.1200(f)(6)(ii): Except as provided in 29 CFR 1910.1200(f)(7) and 29 CFR 1910.1200(f)(8), the employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the product identifier and words, pictures, symbols, or combination thereof, which provided at least general information regarding the hazards of the chemicals and which, in conjunction with the other information immediately available to employees under the hazard communication program, would provide employees with the specific information regarding the physical and health hazards of the hazardous chemical:  Food Preparation Area:  The following containers of hazardous cleaning products used by employees to clean dishes, utensils and pots/pans were not labeled, tagged or marked with the product identifier and words, pictures, symbols to provide general information regarding the hazards:  a)  In the storage area behind the wall of the pot sink, a 5-gallon plastic container labeled as Quikrete hydraulic cement  was used as a storage bucket for the Patriot Lemon Suds for the dispensing station at the pot sink. b) The dispensing station at the pot sink was equipped with a red and blue hose to dispense a solution of Patriot Lemon Suds and KAYQUAT II were not identified.
