29 CFR  1926.20(b)(2):The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:  (a) On or about July 02, 2025, and at times prior, BJ Construction as a controlling employer, did not ensure that subcontractor employees were protected from safety and health hazards by initiating and maintaining a safety program that included conducting effective frequent and regular safety inspections of the jobsite, materials, and equipment by a competent person, and ensuring hazards were identified and mitigated such as but not limited to, fall hazards in excess of 6 feet.
