EMPLOYEE #1 WAS MOVING A STEEL ANGLE IRON ALONG A HORIZONTAL BED LADDER. HE MAY HAVE UNHOOKED HIS SAFETY BELT LANYARD TO GET INTO A BETTER WORK POSITON. HE WAS KILLED WHEN HE FELL FROM THE BED LADDER INTO THE RIVER.
