EMPLOYEE #1 WAS TRYING TO REMOVE A BOAT HOIST THAT WAS STUCK IN THE MUD. HE STAR TED TO RETURN TO SHORE, BUT ENCOUNTERED DEEP WATER AND DROWNED. HE DID NOT KNOW HOW TO SWIM.
