At approximately 9:30 p.m. on October 27, 2024, an employee, a full-time laborer employed by Vector Energy Technologies, LLC, a staffing agency, was walking behind a backhoe loader on a two-lane road at the Underground Construction Company project site. It was the employee's first day at the site. The backhoe loader, a CAT Model 420F2, was moving in reverse preparing to start excavation when the loader struck and ran over the employee with its rear tire.
