An employee was assigned to blow dust off the fan blade in a dust collector. He shut off the fan, opened the inspection door to access the fan, and saw that the fan was still moving slowly. A V-belt and pulley system was used as the drive system for the fan, but the guard was not in place. The employee put his hand into the drive system to completely stop the fan. His hand got caught between the V-belt and pulley, amputating half of his ring finger and the little fingertip on his right hand.
