Final narrative
An employee was standing on a 16-foot A-frame ladder replacing an insulated glass unit (IGU) at a private home. He was standing about 10 feet up on the portable ladder when he was exposed to a gust of high wind. He lost his balance and fell to the ground, breaking two bones in his left leg. He was hospitalized for surgery.
