Final narrative
An employee was working from an extension ladder about 6 to 8 feet above ground level. He had a volt meter in his hands. The volt meter began to fumble and he attempted to catch it to prevent it from falling to the ground. In the process, he lost his balance and fell from the ladder to a 55-gallon metal drum that was located below. The front of his right lower leg struck the metal drum, causing a laceration/avulsion to the skin.
