Two employees were operating a boom lift to install siding to the fourth floor of an apartment building that was being built. The operator of the lift tried to move the lift higher when the bottom of the lift basket got stuck on the fourth floor balcony railing, causing the lift to bounce/jump up. This caused both employees to strike the ceiling above them with their heads. One employee was treated and released. The other employee was hospitalized for a back strain.
