A converting machine operator was removing a scrap roll from a machine and wrapped a piece of scrap onto a new roll. The old, removed scrap and the scrap on the new roll became intertwined and began to pull what he had already taken from the machine. The employee used scissors to cut the two different scrap rolls and the scissors amputated his left index fingertip.
