Final narrative
An employee was working on the ground near the water tank while containment cables were being secured and stretched on the tank. One of the metal outriggers that was welded to the lower portion of the tank was equipped with anchor points for a perimeter cable to be attached. During the stretching of the cables, an anchor point gave way, releasing the tension on the cables. The cable struck the employee on the right thigh, fracturing his leg.
