An employee was unloading a carbon steel plate from a truck and moving it to a storage location. As the employee moved the hoist upward, one of the four hoisting devices was still engaged with material, causing the stack of plates to move. The employee's right ankle and foot were pinched, resulting in a right ankle fracture.
