Filling air bag inside docked trailer

Employee was installing an air bag between palleted product while loading a trailer. The employee was using a pneumatic hose to fill an air bag positioned halfway into the trailer. The employee could not reach the air bag with the hose. He pulled the hose to unwind more hose from the retractable reel. The automatic brake failed to stop the hose from rapidly recoiling into the retractable reel. An attached 'safety ' clamp also slipped off. The hose recoiled and yanked his left arm backward causing a strain in his left top bicep shoulder.
